I am directed to acknowledge the receipt of your letter of 19th instant (No.6854/08) enclosing for the information and comment of this Chamber a copy of the translation of a report of the Opium Prohibition Bureau by the Consul-General at Canton, forwarded by the Governor-General of the Liang Kuang Provinces on the 17th instant.
In the first place, my Committee note that the reply, if such
it be, to the protsets to theActing Governor General by H.B.M's Consul-
General at Canton is not from the Governor General himself, but from a
Society calling itself "The Opium Prohibition Bureau".
The Committee of this Chamber consider that this so-called
report is condemned on its own wording which shows an absolute dis, regard of facts and the rights of Merchants under the Treaties.
Previous correspondence from this Chamber declines to admit
the ideas conveyed in the prefactory paragraph.
The existing Treaties do not prohibit the storing of opium by Merchants. If Merchants like to buy and store for prolonged periods, they are quite within their rights, and run the consequent risk of lower prices in the future. The Committee see no reason for exacting this prohibition other than the immediate payment of taxes to the Monopoly which they xx are farthering. The suggestion of the boiling period being extended from 3 to 10 days cannot be entertained as this would in no way relieve traders of the illegal restrictions by which
